The District Cooling Plant (DCP) is based on seawater cooling instead of cooling towers and has a capacity of 98,000 TR. The plant supplies chilled water to the buildings (gross built-up area of 3.5 million m²), and includes:

- Seawater intake and outfall structure with piping embedded in the sea bed
- Seawater pumping station complete with primary and advanced screening
- Ice storage tank for trimming the number of required chillers for design optimization purposes.
